OVERVIEW:
Reporting to the CFO and COO, the Human Resources Manager provides operational day-to-day HR leadership for approximately 200-250 exempt and non-exempt employees in a variety of functions by working with all levels of management, supervisors, and support staff, as well as HR-vendors and brokers. This position serves as an advisor to executive management to help ensure that the museum operates in compliance with all federal, state, and local employment laws, and provides critical HR expertise particularly in times of change and growth. The Human Resources Manager will be involved in all aspects of HR including but not limited to employee relations, recruitment, employee development, compensation and benefits, payroll, performance management, training and development, etc. The position will manage one Human Resources Generalist.
REQUIREMENTS:
- Bachelor’s degree in Human Resources, Industrial Relations, Business Management or related field
- 5-7 years of professional level Human Resources experience is required, including at least 3 years in a Human Resources Generalist capacity.
- Ability to work with a high sense of urgency and strong time management skills to be able to execute tasks efficiently and calmly
- Ability to successfully work in a fast paced environment and handle highly sensitive issues while balancing employee advocacy, management demands, and museum objectives. Demonstrated ability to proactively manage and resolve complex and sensitive human resource issues.
- Strong knowledge of California, Federal and local employment laws including, but not limited to, ADA, FLSA, EEOC, Title VII, etc.
- Demonstrated experience and comfort managing HR issues with a diverse staff, and a wide range of workplace situations
- Strong problem solving, analytical, and organizational skills
- Excellent verbal and written communication, interpersonal, organizational and multi-tasking skills with excellent follow-up and follow-through skills
- Strong Proficiency in Google and Microsoft Office Products (Microsoft Word, Excel, and Outlook)
- Strong proficiency with ADP Workforce Now required
- Proficiency with EaseCentral preferred
- PHR/SPHR or SHRM-CP/SCP certification preferred
- Experience in a nonprofit and/or arts organization preferred
ESSENTIAL FUNCTIONS:
- Provide HR counsel to Management Team on employee relations issues as well as investigating and responding to complaints and complex, high-risk, or sensitive employee relations cases. Consult with legal counsel as needed.
- Ensuring fair and consistent enforcement of policies and practices. Investigate employee workplace situations including claims of harassment, discrimination and policy violations.
- Ensure compliance with all federal, state and local employment laws, update employee handbook as needed. Provide advice and consultation for exempt and non-exempt employees on policy interpretation, performance coaching, conflict resolution, career development, etc.
- Manage the HR Generalist for all HR data entry including but not limited onboarding, new hire orientations, terminations, status changes, as well as other HR Generalist duties.
- Administer and manage the performance review process.
- Proactively manage HR systems (both ADP and EaseCentral) in order to ensure data integrity. Safeguard confidential employment records and respond to all requests for verification of employment.
- Oversee museum’s recruiting efforts and strategy, conduct organizational and departmental staffing analyses, guide department heads/managers on the recruiting process.
- Process biweekly payroll and ensure all wage and hour compliance.
- In collaboration with the benefits broker, oversees all group benefits plan including but not limited to medical, dental, vision, life/AD&D, long term disability, FSA and other voluntary insurance with the benefits administration software EaseCentral. Negotiate annual premium and plan renewals, manage annual open enrollment, and deductions set up. Work with the benefits broker to ensure compliance in reporting procedures, ACA and 1094/1095. Administer FMLA/CFRA and other leaves of absence.
- Serve as 401(k) plan administrator and member of the 401(k) committee. In-charge of 401(k) audit and Form 5500 preparation.
- Propose, revise, review and manage HR departmental budget.
- Manage workers’ compensation process; liaise with employee and claims adjustors; monitor open cases through the closure and Form DWC-1.
- Oversees all employee related events (annual holiday party, employee celebrations, employee training, etc.) and MOCA’s fun committee.

While performing the essential functions of this job, the incumbent must be able to do the following: sit for extended periods; bend and reach for filing and other job-related functions; climb up and down stairs; bend, stoop, and lift to move and retrieve materials; pull, push, and lift; reach both above and below shoulder height. Specific visual abilities include close vision, color vision, depth perception, and the ability to adjust focus. Must be able to visually inspect work. Manual dexterity to operate a computer and other office equipment required. Heavy usage of computers and phones required.
